CONSTITUTION AND BYLAWS OF THE SANTA ROSA DIOCESAN PASTORAL COUNCIL

PREAMBLE

The mission of the Church is the mission of Christ. This mission is to bring all into union with God the Father by the power of the Spirit in Jesus Christ our Lord. All members of the People of God are called to participate in this mission in their own proper way and so fulfill their sharing in Christ as priest, prophet, and king.

To this end the People of God gathered together in the Diocese of Santa Rosa, striving to fulfill the mission of the Church, has established a Diocesan Pastoral Council to assist in the pastoral activity of the Church. This Council, which is representative of all the People of God, clergy, laity, and those in consecrated life, serves as a consultative body to the Diocesan Bishop. In union with and under the direction of the Bishop, it investigates, considers and proposes practical conclusions regarding the pastoral work of the Diocese.

This is not simply a practical way for the Diocesan Bishop to administer the Diocese; the formation of this Council responds to the vision of the Church set forth in the Second Vatican Council, which taught that "it is highly desirable that in each diocese a pastoral council be established over which the Diocesan Bishop himself will preside and in which specially chosen clergy, religious, and lay people will participate. The function of this council will be to investigate and weigh matters which bear on pastoral activity, and to formulate practical conclusions regarding them." (Christus Dominus, 27). Pope Paul VI further explained, "it is the function of the pastoral council to investigate everything pertaining to pastoral activities, to weigh them carefully and to set forth practical conclusions concerning them so as to promote conformity of the life and actions of the People of God with the Gospel." (Ecclesiae Sanctae, 1.16.1).

The Diocesan Pastoral Council reflects the whole Church and, as such, must include the laity, who do not merely have a "right" to serve the Church but are "obliged" to do so either as individuals or as members of associations. Echoing paragraph 33 of the Second Vatican Council's Dogmatic Constitution on the Church, Lumen Gentium, the Code of Canon Law states that "the Christian Faithful are deputed by God to the apostolate through their baptism and confirmation" (canon 225 n.1). This is repeated in the 1994 document, The Catechism of the Catholic Church, which adds, "lay activity in ecclesial communities is so necessary that, for the most part, the apostolate of the pastors cannot be fully effective without it" (cf. par. 900).

As a pilgrim people, the Church of the Diocese of Santa Rosa is journeying with our Lord to the fu1ness of the Kingdom of God when all will be brought to perfection in Christ. In union with and under the direction of the Bishop the Council seeks to read the "signs of the times" and so illuminate how best to appropriate, live out, and proclaim the Gospel.

This entire work, guided by the Holy Spirit's activity and influence, is committed to the Lord under the patronage of Saint Rose of Lima, the patroness of the Diocese.

MISSION STATEMENT

This assembly of the People of God, consisting of Clergy, Religious and Lay Persons is called the Diocesan Pastoral Council of the Diocese of Santa Rosa (DPC). Recognizing we are a Pilgrim Church on a journey of holiness, through the DPC the Catholic Community is more fully and directly able to assist the Bishop in promoting the spiritual and temporal life of the People of God of the Diocese of Santa Rosa. It serves as a consultative and advisory body on pastoral matters to the Bishop, by raising and addressing concerns that should be considered and dealt with for the good of the entire Diocese. It recommends priorities and goals, and evaluates their success. In this way it helps shape the direction of the Diocese, and participates in the decision making process. It directs its efforts to fulfilling our vocation as Catholics to carry out the Gospel Message in our own lives and in the greater community. Through the work of the Diocesan Pastoral Council the People of God strive to foster holiness of life, facilitate evangelization, serve the needs of the most helpless, and build up the entire Church community. The Diocesan Pastoral Council, consisting of the five Deanery Assemblies and the Executive Board, will function in accord with the spirit and intent of its Preamble and Mission Statement.

Furthermore, it will operate in accordance with Canon Law (#511-514), with relevant, constitutions, decrees and declarations of Vatican II, and with the pronouncements of Popes Paul VI, John XXIII, John Paul II and Benedict XVI.

FUNCTIONS

The Functions of the Diocesan Pastoral Council will be the following:

  1. Act as an authentic representative voice of the People of God, Laity, Religious and Clergy to their Bishop by honestly and forthrightly voicing their concerns, ideas and insights as enlightened by prayer, discernment and reflection.
  2. Provide an open, honest and representative forum for bringing about full and free discussion of pastoral matters so that true consensus among the People of God may be achieved.
  3. Serve as an effective two-way connection between all parties - Bishop, Clergy, Religious and Laity.
  4. Serve as a consultative/advisory body to the Bishop, the Executive Board and the Laity, or other diocesan committees, especially in furthering the work of evangelization.
  5. Provide an appropriate model for shared decision making.
  6. Accept responsibility to support the Bishop in a spirit of collegiality for the mission of the Church in this Diocese.
  7. Address publicly, with the Bishop, contemporary religious, social and economic issues with ethical implications.
  8. Develop plans and programs to assist the Laity in their task of making Christ's message manifest in their communities, workplaces and in society at large.
  9. Build confidence and trust in the Church by assuring that mutual concerns are identified and addressed.

BYLAWS OF THE DIOCESAN PASTORAL COUNCIL CONSTITUTION

As provided by Canon Law, Title III, Chapter V, Can. 514 B1, the Diocesan Bishop convenes and presides over the Diocesan Pastoral Council. He alone has the right to make public matters dealt with in the Council.

THE PARISH

  1. Organization of the Parishes in the Diocesan Pastoral Council. Each Parish is an affiliate of its regional Diocesan Pastoral Council Deanery Assembly, of which there are five, paralleling the five Deaneries of the Priests’ Council: Humboldt/Del Norte, Mendocino/Lake, Napa, Sonoma North and Sonoma South.
  2. Parish Representatives to their Diocesan Pastoral Council Deanery Assembly will be determined as follows:
    1. Practicing Catholics, active in their parishes or other ministries are deemed qualified to serve.
    2. Each parish will devise an election/selection process to ensure that every qualified parishioner has the opportunity to participate in the selection process.
    3. Qualifications for Parish Representatives include:
      1. Catholics of strong faith, good morals, and prudence.
      2. Catholics who have a strong love of God and the Catholic Church, and who cherish the Church’s teachings.
      3. Catholics actively involved in the life of the Church, especially parish life.
      4. Catholics willing to work with others, to seek common ground, and to be direct and concise in dialogue; able to listen; able to represent the opinions of others, to assess issues and proposals in terms of their implications for parish, diocesan and community life; able to judge matters in the light of the Gospels and the Catholic faith.
      5. Catholics able and willing to commit to active participation in the work of the DPC.
    4. Catholics meeting these criteria may self-nominate, or be nominated by fellow parishioners.
  3. Selection & Terms:
    1. Each parish will select two or three Representatives to serve as its Representatives to its Deanery Assembly, according to the following guidelines: parishes of 1500 families or more (based on the annual Mass count) will elect/select three Representatives; parishes of fewer than1500 families will elect/select two Representatives.
    2. Three-year terms will be staggered among (between) the Representatives.
    3. Terms will begin in June of each year.
    4. A Representative may serve no more than two consecutive terms.
    5. Persons of special expertise may be invited to participate ex officio in the work of the Deanery Assembly.
  4. The DPC will be organized as follows:
    1. Each duly constituted Parish organization (e.g., Council, Assembly, "Town Hall," "Forum") will meet periodically to determine the issues, concerns and vision of the Parish, pertaining to the Mission of the Diocesan Pastoral Council. The Parish organization’s designee will communicate these to the Parish Representatives who will present them to their Deanery Assembly.
    2. Parish Representatives will serve as two-way correspondents between the DPC Diocesan Pastoral Council and their parishes. They will inform their parish communities of Deanery Assembly and Executive Board proceedings through written reports in parish bulletins and by reporting at parish meetings.
      1. Parish Representatives will be available formally and informally to their Pastors and fellow Parishioners. Representatives’ names and means of contacting them will be made available in parish bulletins and by other appropriate means.
      2. Any parishioner, parish group, or ministry may propose agenda to their Deanery Assembly, by submitting their request in writing to their Parish Representative. Such requests will receive a response in writing in timely fashion from an appropriate Deanery member.
      3. Representatives will keep themselves apprised of their Parish’s activities.

THE DEANERY ASSEMBLY

  1. Functions of the Deanery Assembly:
    1. Provide a forum for concerns and aspirations of the "people in the pews."
    2. Enable Parishes of their Deanery to support each other, by promoting an exchange of ideas and concerns for the greater good of their Parishes and the Diocese.
    3. Provide two-way correspondence between Laity and their Bishop, and between him and them.
    4. Serve as a resource for the Diocese.
  2. Membership: Selection DPC membership will consist of five (5) categories of Representatives.
    1. Parish organization Representatives will be determined as provided above: The Parish, Sects. A and B.
    2. One Clergy selected by the Members of the corresponding Priests' Deanery.
    3. Two Religious, one male, one female, selected by their respective Orders.
    4. One Representative from each diocesan-recognized minority organization within the Deanery, selected by his/her organization.
    5. One Youth or Young Adult residing within the Deanery, selected by the Diocesan Youth and Young Adult Ministry.
  3. Terms.
    1. Deanery Assembly Representatives will serve three-year terms.
    2. Terms of each Parish’s Representatives will be staggered.
    3. Members may serve no more than two consecutive terms.
    4. Terms will begin in June of each year.
  4. Voting: Deanery Representatives, as designated above in Section B, are voting members of the Deanery Assembly.
  5. Officers. Each Deanery Assembly will elect the following Officers to serve a one-year term, beginning in June. No Officer may serve more than two consecutive terms. These Officers will be known as the Deanery Assembly’s Executive Committee. Terms will begin in June of each year.
    1. Chair
    2. Vice Chair
    3. Secretary
    4. Other Officers deemed necessary by a majority of Deanery Representatives.
    5. The immediate Past-Chair, ex officio.
  6. Meetings:
    1. Each Deanery Assembly will determine the time and place of its meetings.
    2. In June of each year, each Deanery Assembly will publish throughout the Diocese the annual calendar of its regular meetings.
    3. Each Deanery Assembly will determine the rules by which it will conduct its meetings.
    4. Regular Deanery meetings will be open.
  7. Agenda: Any Deanery Assembly Representative may propose an item for the Agenda. Deanery Assembly Representatives present will determine Agenda.
  8. Minutes. Within ten (10) days, the Secretary will circulate Minutes of Meetings to the Deanery Assembly Representatives present, for their review and comment. They will respond within seven (7) days to the Secretary. Upon final editing, the Minutes, within seven (7) days, will be deemed approved, and the Secretary will disseminate them to all Diocesan Pastoral Council Representatives and the Executive Board whose Executive Secretary will disseminate them by E-mail and post them on the Diocesan Pastoral Council Website. The Minutes will be formally approved at the next regular Deanery Assembly meeting.

DEANERY ASSEMBLY PLENARY SESSIONS

  1. The Sessions: At least once each year the Representatives of the five Deanery Assemblies will meet in Plenary Session.
  2. Organization. The Diocesan Pastoral Council Executive Board will organize the time, place and agenda of the Plenary Sessions, over which the Chair of the Executive Board will preside.
    1. Agenda: The agenda will be determined by the Executive Board upon the advice of the Bishop and the Deanery Assemblies.
      1. At the Bishop’s discretion, the Agenda will include a Report by the Bishop on the state of the Diocese.
      2. At the discretion of the Executive Board, the Agenda will include a Report by the Chair on the state of the Diocesan Pastoral Council.
      3. Deaneries may propose to the Executive Board items for the Agenda.
    2. Plenary Sessions will be open. To this end, the DPC Executive Board will assure timely announcement of the time, place and Agenda of the Sessions.
  3. Report: Within ten days of the Plenary Session, the Executive Board will disseminate a Report on the Session to Deanery Representatives, and throughout the Diocese.

THE EXECUTIVE BOARD

  1. Functions. The Executive Board:
    1. Assures the implementation of the Mission and Functions of the Diocesan Pastoral Council among the Deanery Assemblies.
    2. Facilitates communications between the Bishop and the Diocesan Pastoral Council, among Parishioners, Parishes and Deanery Assemblies, and between the Deanery Assemblies and the Executive Board.
    3. Cooperates with the Priests’ Council in projects of mutual concern.
    4. Disseminates throughout the Diocese the activities of the Diocesan Pastoral Council.
  2. Membership:
    1. Two Representatives elected from each of the five Deanery Assemblies.
    2. Two clergy selected by the Priests’ Council.
    3. Two Religious, one male, one female, from among Deanery Representatives, selected by their respective Orders.
    4. One Representative from each diocesan-recognized minority organization selected by his/her respective organization from among the minority Deanery Representatives.
    5. One youth or young adult selected by the Diocesan Youth and Young Adult Ministry.
    6. Executive Secretary, ex-officio appointed by the Executive Board.
    7. The immediate Past-Chair, ex officio.
  3. Terms:
    1. Terms of the elected/selected Members will be three years.
    2. Terms will begin in June of each year.
    3. Elected/Selected Members may serve no more than two consecutive terms.
  4. Officers:
    1. The voting Members of the Executive Board will elect the following Officers for a one-year term and not to exceed two consecutive terms:
      1. Chair
      2. Vice-Chairman
      3. Secretary
      4. Treasurer
      5. Executive Secretary, ex officio
      6. Immediate Past-Chair, ex officio
      7. Other Officers as deemed necessary by the Executive Board.
    2. The Executive Board will elect one of its voting Members to serve on the Diocesan Finance Committee.
    3. The Executive Board may elect one of its voting Members to serve on other Diocesan Committees, as the Executive Board deems necessary.
  5. Meetings
    1. A majority of the voting members of the Executive Board will determine the time and place of regular meetings.
    2. Regular meetings of the Executive Board will be open.
    3. In June of each year the Executive Board will publish throughout the Diocese an annual calendar of its regular meetings.
    4. A special meeting of the Executive Board may be called by the Bishop, or requested by any voting Member of the Executive Board and agreed to by a majority of voting members of the Executive Board.
  6. Agenda: Any Deanery Assembly Representative may propose an item for the Executive Board Agenda. Agenda will be determined by a majority of Executive Board Members present.
  7. Minutes: Within ten (10) days, the Secretary will circulate Minutes of Meetings to the Executive Board Members present at the Meeting, for their review and comment. They will respond within seven (7) days to the Secretary. Upon editing of the Minutes, within seven (7) days, they will be deemed approved, and the Secretary will disseminate them to the Executive Board, all Diocesan Pastoral Council Representatives and throughout the Diocese. The Minutes will be formally adopted at the next regular Meeting of the Executive Board.
  8. The Chair’s Report. In June of each year, the Chair of the Executive Board will disseminate throughout the Diocese a Report on the year’s activities of the Diocesan Pastoral Council.

REVISION OF THIS CONSTITUTION AND ITS BYLAWS

Any DPC Representative may propose a revision of this Constitution or its Bylaws by submitting it in writing to his/her Deanery. The Deanery will make known in writing its disposition of the proposal to the Representative and to the DPC Executive Board, within ten days (10) of the Deanery’s first regular meeting after its receipt of the proposal. At its first regular meeting after receiving the proposal from the Deanery, the DPC Executive Board will consider it. It will thereupon inform the proposing Deanery of its decision within twenty (20 days of its meeting. Its decision warranting, it will, within thirty (30) days, put the proposed revision to the vote of DPC Representatives by electronic or United States Mail. The majority of DPC Representatives returning their Ballots within thirty (30) days as determined by postmark, will determine the vote. The proposed revision will be in force upon a majority of those Representatives voting its Approval.

LIFE OF THE DIOCESAN COUNCIL

When the Diocesan See is vacant, the Diocesan Pastoral Council is dissolved.

This Revised Constitution of the Santa Rosa Diocesan Pastoral Council is valid by majority approval of Diocesan Pastoral Council Deanery Assembly Representatives voting between December 7, 2006, and January 8, 2007.

DEL CONCILIO PASTORAL DIOCESANO DE SANTA ROSA

PREAMBULO

La misión de la Iglesia es la misión de Cristo. Esta misión es traer a todos en unión con Dios el Padre por el poder del Espíritu en Jesucristo nuestro Señor. Todos los miembros del Pueblo de Dios son llamados a participar en esta misión a su propia manera y así compartir en Cristo como sacerdote, profeta, y rey.

Con este fin el Pueblo de Dios se ha reunido en la Diócesis de Santa Rosa, esforzándose para cumplir con la misión de la Iglesia, ha establecido un Concilio Pastoral Diocesano para ayudar en la actividad pastoral de la Iglesia. Este Concilio, el cual representa todo el Pueblo de Dios, clero, feligreses, y aquellos en vida consagrada, sirve al Obispo Diocesano como institución de consulta. En unión con y bajo la dirección del Obispo, investiga, considera y propone conclusiones prácticas concernientes al trabajo pastoral de la Diócesis. Esta no es simplemente una forma práctica para que el Obispo Diocesano administre la Diócesis; la formación de este Concilio responde a la visión de la Iglesia establecida en el Segundo Concilio Vaticano, el cual enseñó que "es muy deseable que en cada diócesis se establezca un concilio pastoral sobre el cual presida el mismo Obispo Diocesano y en el cual participarán clero, religiosos, y feligreses especialmente escogidos. La función de este concilio será investigar y analizar asuntos que tienen que ver con actividad pastoral, y formular conclusiones prácticas concernientes a ellos." (Christus Dominus, 27). El Papa Pablo VI explicó, "es la función del concilio pastoral investigar todo lo pertinente a las actividades pastorales, analizarlas cuidadosamente y establecer conclusiones prácticas concernientes a ellas para promover conformidad de la vida y acciones del Pueblo de Dios con el Evangelio." (Ecclesiae Sanctae, 1.16.1). El Concilio Pastoral Diocesano refleja toda la Iglesia y, como tal, debe incluir a los feligreses, quienes casi no tienen un "derecho" a servir a la Iglesia pero son "obligados" a hacerlo ya sea individualmente o como miembros de asociaciones. Haciendo eco al párrafo 33 de la Constitución Dogmática del Segundo Concilio Vaticano en la Iglesia, Lumen Gentium, el Código de la Ley Canon estipula que "los Fieles Cristianos son asignados por Dios al apostolado a través de su bautismo y confirmación" (canon 225 n.1). Esto se repite en el documento de 1994, El Catecismo de la Iglesia Católica, el cual agrega, "la actividad de los feligreses en comunidades eclesiásticas es tan necesaria que, en su mayoría, el apostolado de los pastores no puede ser tan efectivo sin ella" (cf. par. 900). Como un pueblo peregrino, la Iglesia de la Diócesis de Santa Rosa esta caminando con nuestro Señor hacia la plenitud del reino de Dios cuando todo será llevado a la perfección en Cristo. En unión con y bajo la dirección del Obispo el Concilio busca leer las "señales de los tiempos" y así iluminar la mejor manera de asignar, vivir, y proclamar el Evangelio. Todo este trabajo, guiado por la actividad e influencia del Espíritu Santo, se compromete al Señor bajo el patrocinio de Santa Rosa de Lima, patrona de la Diócesis.

DECLARACION DE LA MISION

Esta asamblea del Pueblo de Dios, que consiste de Clero, Religiosos y Feligreses se llama el Concilio Pastoral Diocesano de la Diócesis de Santa Rosa (DPC por sus siglas en Ingles). Reconociendo que somos una Iglesia Peregrina en una jornada de santidad, a través del Concilio Pastoral Diocesano la Comunidad Católica es más capaz de asistir directamente al Obispo a promover la vida espiritual y temporal del Pueblo de Dios en la Diócesis de Santa Rosa. Sirve al Obispo como grupo de consulta y consejería en asuntos pastorales, presentando y dando atención a preocupaciones que deberían ser consideradas y tratadas para el bien de toda la Diócesis. Recomienda prioridades y metas, y evalúa su éxito. De esta manera ayuda a formar la el rumbo de la Diócesis, y participa en el proceso para tomar decisiones. Dirige sus esfuerzos hacia el cumplimiento de nuestra vocación como católicos, efectuando el Mensaje del Evangelio en nuestras propias vidas y en la comunidad. A través del trabajo del Concilio Pastoral Diocesano el Pueblo de Dios lucha por adoptar santidad de vida, facilitar la evangelización, servir las necesidades de los más débiles, y construir toda la comunidad de la Iglesia. El Concilio Pastoral Diocesano, que consiste de los cinco Decanatos y de la Junta Directiva, funcionará de acuerdo al espíritu e intención de su Preámbulo y Declaración de la Misión.

Además, operará de acuerdo con la Ley Canon (#511-514), con constituciones relevantes, credos y declaraciones de Vaticano II, y con los pronunciamientos de los Papas Pablo VI, Juan XXIII, Juan Pablo II y Benedicto XVI.

FUNCIONES

Las Funciones del Concilio Pastoral Diocesano serán las siguientes:

  1. Actuar como una voz auténtica representativa del Pueblo de Dios, los Feligreses, los Religiosos(as) y el Clero para su Obispo, dando a conocer honesta y directamente sus preocupaciones, ideas y pensamientos iluminados con oraciones, discernimiento y reflexión.
  2. Proveer un forum abierto, honesto y representativo que presente discusiones plenas y voluntarias de asuntos pastorales para que pueda alcanzarse un verdadero acuerdo entre el Pueblo de Dios.
  3. Servir como una conexión de dos vías entre todas las partes – Obispo, Clero, Religiosos y Feligreses.
  4. Servir como un cuerpo de consulta y consejo para el Obispo, La Junta Directiva y los Feligreses, u otros comités diocesanos, especialmente para avanzar el trabajo de evangelización.
  5. Proveer un modelo adecuado de toma de decisiones compartidas.
  6. Aceptar responsabilidad para apoyar al Obispo, en un espíritu colegial con la misión de la Iglesia en esta Diócesis.
  7. Resolver públicamente, con el Obispo asuntos religiosos contemporáneos, sociales y económicos con implicaciones éticas.
  8. Desarrollar planes y programas para ayudar a los Feligreses en su tarea de manifestar el mensaje de Cristo en sus comunidades, lugares de trabajo y en toda la sociedad.
  9. Construir la confianza y la creencia en la Iglesia asegurando que preocupaciones mutuas sean identificadas y resueltas.

REGLAMENTOS DE LA CONSTITUCION DEL CONCILIO PASTORAL DIOCESANO

Estipulado por la Ley Canon, Titulo III, Capitulo V, Can. 514 B1, El Obispo de la Diócesis convoca y preside sobre el Concilio Pastoral Diocesano. El Obispo por sí solo tiene el derecho de hacer públicos los asuntos tratados dentro del Concilio.

LA PARROQUIA

  1. Organización de las Parroquias en el Concilio Pastoral Diocesano. Cada Parroquia es una afiliada de su Asamblea de Decanatos del Concilio Pastoral Diocesano regional, de las cuales hay cinco, paralelas al Concilio de Sacerdotes de los cinco Decanatos: Humboldt/Del Norte, Mendocino/Lake, Napa, Sonoma Norte y Sonoma Sur.
  2. Representantes Parroquiales a su Asamblea de Decanatos del Concilio Pastoral Diocesano será determinado como sigue:
    1. Católicos Practicantes, activos en sus parroquias u otros ministerios se consideran calificados para servir.
    2. Cada parroquia diseñará un proceso de elección / selección para asegurar que cada parroquiano calificado tenga la oportunidad de participar en el proceso de selección.
    3. Las cualidades de los Representantes Parroquiales incluyen:
      1. Católicos de mucha fe, buena moral, y prudencia.
      2. Católicos que tienen un gran amor a Dios, a la Iglesia Católica, y que mantienen las enseñanzas de la Iglesia.
      3. Católicos activamente envueltos en la vida de la Iglesia, especialmente en la vida parroquial.
      4. Católicos dispuestos a trabajar con otros, a buscar el objetivo común, y a ser directos y concisos en dialogo; capaces de escuchar; capaces de representar las opiniones de otros, a evaluar asuntos y propuestas en términos de su implicación en la vida de la parroquia, diocesana, y de la comunidad; capaces de juzgar asuntos a la luz de los evangelios y de la fe católica.
      5. Católicos capaces y dispuestos a comprometerse a participar activamente en el trabajo del Concilio Pastoral Diocesano.
    4. Los católicos que reúnan estos criterios pueden nominarse a sí mismos, o ser nominados por compañeros parroquianos.
  3. Selección y Términos:
    1. Cada parroquia seleccionará dos o tres Representantes para servir como sus Representantes de su Asamblea de Decanatos, de acuerdo a las siguientes pautas: parroquias de 1500 familias o más (basado en el conteo anual en Misas) elegirá / seleccionará tres Representantes; parroquias de menos de 1500 familias elegirán / seleccionarán dos Representantes.

    3. Los términos empezarán en junio de cada año.
    4. Un Representante no puede servir más de dos términos consecutivos.
    5. Personas con experiencia especial pueden ser invitados a participar ex oficio en el trabajo de la Asamblea de Decanatos.
  4. El Concilio Pastoral Diocesano estará organizado como sigue:
    1. Cada organización parroquial debidamente constituida (ejemplo, Concilio, Asamblea, “Ayuntamiento”, “Forum”) se reunirá periódicamente para determinar los asuntos, preocupaciones y visión de la parroquia, pertinentes a la Misión del Concilio Pastoral Diocesano. El designado de la organización parroquial los comunicará a los Representantes de la Parroquia, quienes los presentarán a su Asamblea de Decanatos.
    2. Los Representantes Parroquiales servirán como corresponsales entre el Concilio Pastoral Diocesano y sus parroquias. Ellos informarán a sus comunidades parroquiales los procedimientos de la Asamblea de Decanatos y la Mesa Directiva a través de reportes escritos en volantes de la parroquia y en juntas parroquiales.
      1. Los Representantes Parroquiales estarán disponibles formal e informalmente para sus Pastores y compañeros parroquianos. Los nombres de los Representantes y la manera de comunicarse con ellos se hará disponible en volantes parroquiales y en otros medios apropiados.
      2. Cualquier parroquiano, grupo parroquial, o ministerio puede proponer una agenda a su Asamblea de Decanatos, entregando su pedimento por escrito a su Representante Parroquial. Dichos pedimentos recibirán una respuesta a tiempo y por escrito de un miembro apropiado del Decanato.
      3. Los Representantes se mantendrán informados de las actividades de su Parroquia.

LA ASAMBLEA DE DECANATOS

  1. Funciones de la Asamblea de Decanatos:
    1. Proveer un forum para preocupaciones y aspiraciones de la “gente en las bancas”
    2. Hacer que las Parroquias de sus Decanatos se apoyen mutuamente, promoviendo un intercambio de ideas y preocupaciones para el bien de sus Parroquias y la Diócesis.
    3. Proveer correspondencia entre los Feligreses y su Obispo, y entre él y ellos.
    4. Servir como un recurso para la Diócesis.
  2. Membresía: La selección de los miembros del Concilio Pastoral Diocesano consistirá de cinco (5) categorías de Representantes.
    1. Representantes de Organización Parroquial serán determinados como se provee arriba: La Parroquia, Secciones A y B.
    2. Un clérigo seleccionado por los miembros del Decanato al que corresponde el Sacerdote.
    3. Dos Religiosos, un hombre, una mujer, seleccionados por sus respectivas Órdenes.
    4. Un Representante de cada organización minoritaria reconocida por la diócesis dentro del Decanato, seleccionado por su organización.
    5. Un joven o un adulto joven que viva dentro de comunidad del Decanato, seleccionado por el Ministerio Diocesano de Jóvenes y Adultos Jóvenes.
  3. Términos:
    1. Representantes de la Asamblea de Decanatos servirán términos de tres años.
    2. Los términos de los Representantes de cada Parroquia estarán escalonados.
    3. Los miembros no podrán servir por más de dos términos consecutivos.
    4. Los términos comenzarán en junio de cada año.
  4. Votación: Los Representantes de Decanatos, según estipulado en la Sección B arriba, son miembros votantes de la Asamblea de Decanatos.
  5. Oficiales. Cada Asamblea de Decanatos elegirá los siguientes oficiales para servir un termino de un año, empezando en junio. Ningún oficial puede servir por más de dos términos consecutivos. Estos oficiales serán conocidos como el Comité Ejecutivo de la Asamblea de Decanatos. Los términos comenzarán en junio de cada año.
    1. Presidente
    2. Vicepresidente
    3. Secretario
    4. Otros oficiales según lo considere una mayoría de Representantes del Decanato.
    5. El último Presidente, ex oficio.
  6. Juntas:
    1. Cada Asamblea de Decanatos determinará la hora y el lugar de sus juntas.
    2. En junio de cada año, cada Asamblea de Decanatos publicará a través de la Diócesis el calendario anual de sus juntas regulares.
    3. Cada Asamblea de Decanatos determinará las reglas bajo las cuales conducirá sus juntas.
    4. Las juntas regulares del Decanato estarán abiertas.
  7. Agenda: Cada Representante de Asamblea de Decanatos puede proponer un artículo para la Agenda. Los Representantes de la Asamblea de Decanatos presentes determinarán la Agenda.
  8. Minutos: En un lapso de diez (10) días, el Secretario(a) distribuirá los Minutos de las Juntas a los Representantes de la Asamblea de Decanatos presentes, para que los repasen y hagan comentarios. Ellos le responderán al Secretario(a) en un lapso de siete (7) días. Después de la edición final, los Minutos, en otro lapso de siete (7) días, se considerarán aprobados, y el Secretario(a) los distribuirá a todos los Representantes del Consejo Pastoral Diocesano y a la Junta Directiva, de la cual el Secretario(a) Ejecutiva los distribuirá a través de correo electrónico y los pondrá en la pagina Web del Concilio Pastoral Diocesano. Los Minutos serán formalmente aprobados en la siguiente junta regular de la Asamblea de Decanatos.

SESIONES PLENARIAS DE LA ASAMBLEA DE DECANATOS

  1. Las Sesiones: Al menos cada año los Representantes de las cinco Asambleas de Decanatos se reunirán en una sesión plenaria.
  2. Organización. La Junta Directiva del Concilio Pastoral Diocesano organizará la hora, el lugar y la agenda de las Sesiones Plenarias, sobre las cuales presidirá el Presidente de la Junta Directiva.
    1. Agenda: La agenda será determinada por la Junta Directiva después de la sugerencia del Obispo y de las Asambleas de Decanatos.
      1. A la discreción del Obispo, la Agenda incluirá un Reporte del Obispo acerca del estado de la Diócesis.
      2. A la discreción de la Junta Directiva la Agenda incluirá un Reporte del Presidente acerca del estado del Concilio Pastoral Diocesano.
      3. Los Decanatos pueden proponer artículos para la Agenda a la Junta Directiva.
    2. Las Sesiones Plenarias estarán abiertas. Con este fin, la Junta Directiva del Concilio Pastoral Diocesano asegurará el anuncio oportuno de la hora, el lugar y la Agenda de las Sesiones.
  3. Reporte: Dentro de los diez días siguientes a la Sesión Plenaria, la Junta Directiva diseminará un Reporte de la Sesión a los Representantes de Decanatos y a través de la Diócesis.

LA JUNTA DIREACTIVA

  1. Funciones. La Junta Directiva:
    1. Asegura la implementación de la Misión y las Funciones del Concilio Pastoral Diocesano entre las Asambleas de Decanatos.
    2. Facilita la comunicación entre el Obispo y el Concilio Pastoral Diocesano, entre Parroquianos, Parroquias y Asambleas de Decanatos, y entre Asambleas de Decanatos y la Junta Directiva.
    3. Coopera con el Concilio de Sacerdotes en proyectos de interés mutuo.
    4. Disemina a través de la Diócesis las actividades del Concilio Pastoral Diocesano.
  2. Membresía:
    1. Dos Representantes electos de cada una de las cinco Asambleas de Decanatos.
    2. Dos clérigos seleccionados por el Concilio de Sacerdotes.
    3. Dos Religiosos, un hombre, una mujer, de entre los Representantes del Decanato, seleccionados por sus respectivas Ordenes.
    4. Un Representante de cada organización minoritaria reconocida por la diócesis, seleccionado por su respectiva organización de entre los Representantes del Decanato minoritario.
    5. Un joven o adulto joven seleccionado por el Ministerio Diocesano de Jóvenes y Adultos Jóvenes.
    6. Secretario(a) Ejecutivos, ex oficio nombrados por la Junta Directiva.
    7. El próximo pasado Presidente, ex oficio.
  3. Términos.
    1. Los términos de los Miembros elegidos / seleccionados serán de tres años.
    2. Los términos empezarán en Junio de cada año.
    3. Los Miembros elegidos / seleccionados pueden servir no más de dos términos consecutivos.
  4. Oficiales:
    1. Los Miembros votantes de la Junta Directiva elegirán los siguientes Oficiales por el término de un año y sin exceder dos términos consecutivos:
      1. Presidente
      2. Vicepresidente
      3. Secretario
      4. Tesorero
      5. Secretario Ejecutivo, ex oficio
      6. Presidente próximo pasado, ex oficio
      7. Otros Oficiales según juzgue necesario la Junta Directiva.
    2. La Junta Directiva elegirá uno de sus Miembros votantes para servir en el Comité Diocesano de Finanzas.
    3. La Junta Directiva puede elegir uno de sus Miembros votantes para servir en otros Comités Diocesanos, según la Junta Directiva juzgue necesario.
  5. Juntas
    1. Una mayoría de miembros votantes de la Junta Directiva determinará la hora y el lugar de las juntas regulares.
    2. Las juntas regulares de la Junta Directiva estarán abiertas.
    3. En junio de cada año la Junta Directiva publicará a través de la Diócesis un calendario anual de sus juntas regulares.
    4. Una junta especial de la Junta Directiva puede ser convocada por el Obispo, o requerida por cualquier Miembro votante de la Junta Directiva y a la cual estarán de acuerdo la mayoría de los miembros votantes de la Junta Directiva.
  6. Agenda: Cualquier Representante de Asamblea de Decanatos puede proponer un artículo para la Agenda de la Junta Directiva. La Agenda será determinada por una mayoría de los Miembros de la Junta Directiva presentes.
  7. Minutos: Dentro de un lapso de diez (10) días, el Secretario circulará Los Minutos de la Junta a los Miembros de la Junta Directiva que estuvieron presentes en la junta, para que los revisen y hagan sus comentarios. Ellos le responderán al Secretario en un lapso de siete (7) días. Después de editar los Minutos, en otro lapso de siete (7) días, se considerarán aprobados, y el Secretario los diseminará a la Junta Directiva, a todos los Representantes del Concilio Pastoral Diocesano y a través de toda la Diócesis. Los Minutos serán formalmente adoptados en la siguiente junta regular de la Junta Directiva.
  8. El Reporte del Presidente. En junio de cada año, el Presidente de la Junta Directiva diseminará a través de la Diócesis un Reporte de las actividades realizadas por el Concilio Pastoral Diocesano durante el año.

REVISION DE ESTA CONSTITUCION Y SUS REGLAMENTOS

Cualquier Representante del Concilio Pastoral Diocesano puede proponer una revisión de esta Constitución o sus reglamentos entregándola por escrito a su Decanato. El Decanato hará saber por escrito su disposición al Representante y a la Junta Directiva del Concilio Pastoral Diocesano, dentro de un lapso de diez (10) días a partir de la primera junta después de recibir la propuesta. En su primera junta regular después de recibir la propuesta del Decanato, la Junta Directiva del Concilio Pastoral Diocesano considerará la propuesta. Este le informará su decisión al Decanato proponente en un lapso de veinte (20) días después de la junta. Garantizando su decisión, pondrá, en un lapso de treinta (30) días, la revisión propuesta al voto de los Representantes del Concilio Pastoral Diocesano a través de correo electrónico o Correo Ordinario. Regresando su votación la mayoría de los Representantes del Concilio Pastoral Diocesano en otro lapso treinta (30) días determinado por la marca del correo, determinarán el voto. La revisión propuesta entrará en efecto en cuanto la mayoría de los Representantes voten su aprobación.

VIDA DEL CONCILIO DIOCESANO

Cuando el Diocesano lo vea vacante, el Concilio Pastoral Diocesano esta disuelto.

Esta Constitución actualizada del Concilio Pastoral Diocesano de Santa Rosa es válida por la aprobación mayoritaria de Representantes de Asamblea de Decanatos del Concilio Pastoral Diocesano votando Entre el 7 diciembre del 2006, y el 8 de enero del 2007.
